Things work a little differently with the licensing structure in AZ than in other states: eight of ten licenses were given to each of the state's professional sports teams (allowing for online and retail), and another ten were given to selected groups from the state's 22 recognized Native American tribes.

It's been no easy ride legalizing sports betting in AZ, and the first bill was introduced in 2019, but it didn't get anywhere as there was significant tribal opposition. The pandemic halted tourism and travel, depleting much of Arizona's earnings and casino revenue. 

This spurred both legislation and tribal operators to look toward legalizing online sports betting. After much negotiation, an amended version of the bill passed both the House and Senate before being signed into law on April 15th, 2021. From September 2021, licensed betting platforms were allowed to launch.
