Sports Betting in Ohio - What are the Rules?

Gambling in Ohio, historically, hasn't been up to much: in 1933, horse wagering was first permitted, and the state created the Ohio Racing Commission, in 1974 the lottery launched, and in 2009 retail casinos were legalized (following four failed attempts at legalization), with the Ohio Casino Control Commission (OCCC) live in 2011 and the first retail sites launching in 2012.

Fast forward to 2017, and OH Gov. John Kasich legalizes paid entry to Daily Fantasy Sports (DFS) contests, making OH the 18th US state to do so. Fantasy contests also fall under the remit of the OCCC.

Then, almost a decade after retail casinos were launched, House Bill 29 was signed into force by Ohio Governor Mike DeWine, which legalizes retail and online sports betting with an expected launch date of Jan 1st, 2023. The legal gambling online gambling age in Ohio is 21.

As well as legalizing retail and online sports betting HB 29 detailed that:

  • There would be a 10% Ohio sports betting tax rate on net revenue for operators, with approx 98% going towards funding public and private K-12 education and 2% towards problem gambling assistance.
  • A nine-member Select Committee on Sports Gaming and Problem Gambling would be created to research and address problem gambling.
  • The Ohio Casino Control Commission and Ohio Lottery Commission (OLC) regulate sports betting in the state.
  • HB 29 allows approved betting kiosks to offer electronic betting machines.
  • Lastly, it laid out expectations that by legalizing the sports industry, the state would earn "several tens of millions of dollars per year" in tax revenue.
